Yeah, that's pretty much what I was reffing. BBC wasn't terribly happy or impressed with it either if I understand rightly. I think they just decided to 'brush it off'.
The art is good enough that I can recognize the characters. (4) being the one I mentally associate with the name Dr. Who. Now, as much as I love time travel paradoxes and British humor and drama, I have never watched Dr. Who much at all. Maybe 3 episodes, and only 2 I can recall seeing from start to finish. Blasphemy. I know... Perhaps I will need to borrow someone's compilation and learn. I just recently borrowed my sister's Serenity Complete series, and loved it.
Ya'know, it'd make a cool animated gif, overlaying them...hmmm.
