In Seattle, there's a thing called "ghost bikes", where bikes that have been painted all white are installed where a biker has been killed in traffic.

I have no idea about an orange one... the missing handlebars almost makes me think it's just somebody's ride (take the handlebars with to make it less worth stealing). :/
