Putting aside the fact that someone at the USPTO foolishly allowed CITI to register "THANKYOU" and variants as trademarks in the first place, the fact that they are registered trademarks means that CITI *must* pursue perceived infringements or else risk forfeiture of those marks. So yes, they are serious about it. And they are aware of how ludicrous the whole thing is but that's how trademark law works.
