Most people don't wash their hands for long enough to kill all germs.
With ordinary soap, you should scrub at least 20 seconds to get it all clean. Commentary from the above link suggests singing "Happy Birthday to You" to yourself while you scrub as a rule of thumb to make sure you've washed long enough.
And remember, one of the dirtiest, germiest surfaces you'll ever touch are the handles of shopping carts! If your grocery store provides antiseptic wipes next to the shopping cart check-out use them on those handles. And also after you pick up meat from the butcher case...
